Wondering myself about the tax's history, I came across this history of the U.S. federal income tax by W. Cleon Skousen. I had been wondering how much people had to pay when it was first enacted. Skousen answered that.

First, by not spending that much. Second, mostly through tariffs and excise taxes. There were brief periods of income tax, but its constitutionality was in doubt.
